The Pain Competency Assessment Tool was developed by two Clinical Nurse Specialists in acute pain. It offers standardised competencies for pain management nursing in Ireland, and can be used to structure and assess knowledge for students and registered nursing staff at all clinical grades.

A range of assessment strategies can be used to achieve the competencies, and it assesses competence across the cognitive, affective and behavioural domains. The tool utilises Dr. Patricia Benner’s model of competence development (Benner 1982), from novice to expert level.
